Opening a file picker is not the same as deciding to replace the current attachment. Someone may browse, reconsider and cancel. Ask your supplier to demonstrate that route on a phone and desktop, then inspect the final review and test submission. The original file should remain as intended unless the visitor explicitly removes or replaces it. A familiar filename left on screen is not enough evidence if the underlying attachment has disappeared from the request.
